Notes from 1998-1999 Minutes:
Winslow Farm co-rents a storage unit for the pond pumps (Brenda Lewis controls) The city will pay PSI for most of the street lighting. WF will pay $49/month. City of Bloomington accepted Sweetbriar streets, but not street light power. Nine eyebrows were not designated city streets, so no snow removal, but the city has agreed to take over all but 2 (one in Moss Creek Village and one on Wylie Farm Road in Lauralwood). Trash along Henderson from students is a problem. City engineer said erosion between Laurelwood & Sweetbriar is homeowners responsibility. Laurelwood has an architectural Committee. City has agreed to remove snow from Laurelwood eyebrow. (Not plowed 2007) Brenda said contractor who dumped concrete forms on WF property will remove (still there 2007) Sweetbriar & New Bent tree do not have Arch. Committees (Do by 2007) Board took legal action against Wininger/Stolberg for $58,000 because of street lights and promises not kept. Homeowner has playground equipment on common area at 514 Hickory Stick. Insurance/hold harmless required. Homeowners are responsible for mowing grass adjacent to their property. Pond circulating fountain pumps on timers, midnight and 5am. Fish kill in ponds due to over treatment of algae. Board settled with W/S for $18,000. City will pay Sweetbriar electric bill. Amendments to Bylaws proposed. Special meeting called. Minutes state 66 2/3 present in person or proxy (W/S has ten votes/unsold unit) Fence requirements are: only white picket, black or green chain link acceptable. 1999 Annual Meeting Minutes 194 members represented. Later number changed to 217. Creek that runs through Olde Mill is not common property. |

Notes from 2000-2001-2002 Minutes:
Pond at entrance to Winslow Farm has an underground spring. A pump with sensor was installed. A 1/2 hourse power pump was ordered. Pond sensor moved to lower pond. $2000 spent to install new electric cable with fountain. Work done by Ed Clinch & Ron Hansen Henderson Street sign cost to be $10,000, most paid by city grant. Chain link fence west of Moss Creek Village added to asset reserve schedule. Storage shed request denied. WF does not want this precedent. Stone walls with neighborhood signs are the responsibility of WF but not stone walls with signs naming condos. Stone stacked fences not on common property are responsibility of owners. Bridges & islands on common property (not condo property) are the responsibility of WF. Sweetbriar corner bordered by E. Graham & Henderson is the responsibility of WF. Asset Reserve Schedule includes: all sidewalks not of concrete deeded to association, all stone stacked fences attached to a sign not a condo sign, the green fence east of Moss Creek Village. Larry Eads does stone work. City was asked to "suck out the ponds" but said it would suck up pond liners. Golden privet bushes planted and water drip hose & timer added at Winslow entrance. City grant for sign did not happen so Henderson sign will cost $2425-$4000. Property owners are responsible for repair of sidewalks on their property and legally liable for accidents on same. $25 late fee for dues not paid by Jan. 31 each year. Board discussed actions to be taken against homeowners not following rules. Atty advised lawsuit must be filed after 10 days notice. Maintenance pump cleaning (remove trash, plastic bags) should be done each year. Trappers charge $40/animal trapped (muskrats, skunks, etc.) Bridges were painted and boardwalks waterproofed. Baker stonework replaced stones missing in bridges. Hansen put rip rap in pond over exposed liners. Heads of cattails sprayed in ponds. 2001 Annual Meeting Minutes Out of 417 households no one volunteered to serve on the Board. Homeowners may purchase copies of covenants from Hallmark. Sweetbriar now has architectural committee. Fountains are stored. Winslow Farm is responsible for the ponds to the high water mark only. Hardware cloth cage placed over pump to keep junk away. Grass growing taller near ponds helps ward off muskrats. Regulations will be developed for fences, hot tubs, decks, playground equipment and satellite dishes. Board refused homeowner deck request, but reconsidered when homeowner hired atty. 2002 Annual Meeting minutes Board announced association is on sound financial ground. Homeowner fee increase to $125. |

Duck removed from pond and placed at another pond. Atty consulted about hot tub liability. Car speeds in neighborhood a problem. Letter to city. No parking signs at Wylie Road needed. Islands in need of new shrubs. Sweetbriar fence damaged by car and repaired by insurance. Locks installed on Pond Control Boxes. Homeowners in Olde Mill sent letters to clear debirs behind houses. Concern about mailboxes in need of paint and replace. Pond pump repaired. Hot tubs cannot be forbidden. Atty contacted about towing cars from overnight parking in eyebrows. Financial report 9/4/03 states: Hallmark installed and operational--new financial system. Letter from Olde Mill Arch Committe Pres. John T. Rucker quotes: consistent with the open nature of the community picket fences may not exceed a height of 4 feet and slats & boards not exceed a max of 6 inches wide with 3 inches between slats. Landscape contract to Todd Baker. 2003 Annual Meeting Minutes Police targeting speeders in WF. Baker Landscape replanting 2 islands. Stop signs are crooked. Christmas decorations regulated in some areas. A fact sheet from FCC says associations cannot deny satellite dishes, except large on ground saucers. Discussion of traffic problems on Azalea. Letter to traffic commision. Retaining wall on Winslow at Hickory Stick is a problem (drainage.) Bridges repainted. 2004 Annual Meeting Minutes Ponds in need of dredging, cost of pond maintenance (electricity) nearly double. Up to 4 feet of silt has accumulated in the ponds. Homeowner fees increased to $150. No Trespassing signs questioned. Blamed on insurance/liability. Dredging will be done in lower pond Traffic calming on Azalea Lane approved by city. Dredging needed in culvert under bridge. Hallmark will reimburse Bayberry $1400 for tree removal. Addition to Bylaws being drafted will apply to property rented. Bayberry petitions to fence conservancy and asks to have this addressed in executive session. Bayberry asks that WF split cost of fence. Permission granted and cost estimates requested. New Bent Tree residents present concerns to Board re: ownership of common areas. Taylor Excavating will dredge pond at Olde Mill & Winslow Farm and create a catch basin--cost $3500. New Bent Tree Architectural Committee formed. Taxes for ponds are assessed to Moss Creek and Moss Creek Village. WF pays for maintenance of ponds. Proposed Bylaw change (charge incoming buyer a fee) revised and new letter sent to homeowners. Atty involved in discussion of bylaw change and protocol at upcoming annual meeting. 2005 Annual Meeting Delay in starting meeting due to large turn out of proxy votes. Report that city has denied request to help dredge ponds. Division of the house called for to establish actual vote on approval of budget. Management established a free website. Board approved paying 1/2 of cost of survey and fence on Bayberry (not common property) up to $640. |
